Well, I can only speak from personal experience. Since moving over to Gmail, spam has almost entirely stopped (Gmail spam filtering is nothing short of superb), service levels are way better and emails have stopped mysteriously disappearing! I had lots of spam before and now I hardly get any (maybe one a month).
It's called personal responsibility. We have to make informred choices, and clearly those using gmail don't have the information to make that choice.
It would seem that over a quarter of a billion people disagree with you!
To move back to the topic at hand; denisoft had problems because the forum blocked him purely because his email address ended in gmail.com. and the only way he could seek help was to register again under a different alias just to ask what had happened.
My problem was similar, but I couldn't do what denisoft did to get help and had to email the manufacturer's sales dept to get help.
If the forum offered users some way to query errors or things that happen like this without being registered, it would make everyone's life a lot easier. A simple form with a captcha code or a disguised email address or similar when the "error" occurs should do the trick.
That has nothing to do with whatever spam agencies do or don't do or weather or not some or other email host meets some arbitrary self appointed spam agencies' requirements of what constitutes spam, but is simply a more user friendly interface.
Don't get me wrong, I hate spam as much as the next person (one of the reasons I went over to Gmail), but blaming spammers for not being contactable or blanketing all Gmail users as "promoting spam" is not a solution.

filtering. Blocking everyone is not filtering.
