Only 4k chips come equipped with hevc. Makers add codecs to satisfy hardware needs, not user aspiration. As far as makers are concerned hevc is joined at the hip to 4k.

No it cannot. The X2 chips and X3D chips dont support x265

...until someone then  asks "why not?".  That is the next logical  question. We have seen that  question that often, we know the next question is "can  it get added by firmware?" etc, etc, etc.  So I gave the answer in advance.  Having got someone interested enough to  respond it can  take time to  get a further response.  Others would then  argue it takes an age to  get a complete answer.....one bit at a time.   

IF your married you will know that.....endless ping pong of question and answer...ending with the wife saying "well why didn't you say that in the first place?"  Hold your breath...and don't say "because you never asked".  ;D

My view of that is you tell  people what  they "need" to know..not what they  asked.  Your implying the opposite.... ;)

I have no idea what  the author of that is implying.  

From  my persprctive too many people see knowledge as power....to never be offered unless explicitly asked for..and even then..avoided if possible.  That is what you tend to  get on a company "run" forum.  This is a company "hosted" forum,  run by its users. I expect we all  want  to offer as much information as possible....

P.S I have just read a treatise of that book.  Its al  about seeing communication in terms of saving time and money. So if someone needs to  ask  a second or third question...that is wasting their and your time..and hence is a waste of money.
